Maybe your problem isn't that the tiles need reseeding then. You shouldn't
be getting the "broken images" tile. Re-seeding only needs to be done when
the old tiles are out of date. If the service wasn't working in the first
place re-seeding is unlikely to solve anything.
Does/did the service work before reseeding?
