ArcGIS lyr files do not contain data it only contains style rules: http://support.esri.com/es/knowledgebase/techarticles/detail/40057 And no, you'll need to convert it to an SLD file and upload the original source (likely shapefile) to apply the SLD to. There is an SLD export tool for ArcGIS, mileage will vary.
