Hi Tom,
Might be a bug. However a possible workaround - in your data directory you
should have a wms.xml - I believe the config for the watermark is in there
including the URL. You could try changing that file (be sure to keep a
backup). Then reload your config within Geoserver (or restart it) and see
if it's picking up the new one.
Alternately, are you sure GeoServer can access the new URL?
