Hi Paul,
I think you should possibly be able to do that by using some combination
of the functions from here -
http://docs.geoserver.org/stable/en/user/filter/function_reference.html
There's one for startAngle and another for endAngle. Alternately I guess
you could use the maths functions (also on there) to calculate it for
interim vertices.
