Are you serving them as ImageMosaic or simple GeoTiff files?
If you are serving them as ImageMosaic you can force the ImageMosaic to
expand the Images in memory, although being 1 bit I am not sure this will

Well, good quality with 1 bit data is difficult to achieve anyway. You can
try to add compression for 8 bits data to reduce the size on disk.
Another strange situation is that when I preview map in GeoServer
