It depends on why you want to do this.
I believe that the GeoServer configuration stuff should all be in the same
location; if it's not then Bad Things (tm) will happen (namely GeoServer
will likely get unreliable).

However, if you want to put your raw data (i.e. shapefiles, geoTiffs etc)
somewhere other than in the GEOSERVER_DATA_DIR, this is perfectly possible
and doesn't need any configuration in web.xml. Place them wherever you want
and point to them when creating a new store.
