In theory the standard way to do that with WMS would be to use GetStyles
http://demo.mapserver.org/cgi-bin/foss4g?&SERVICE=WMS&VERSION=1.1.1&REQUEST=GetStyles&layers=railways3

Unfortunately conversion between the mapfile styles and SLD is poor and the SLD 
returned by Mapserver is not always even close to the actual styles. This is 
probably a feature that nobody uses.
