Hi,
The OL preview application is sending GetFeatureInfos towards the integrated
GWC with a single mouse click. For example
http://localhost:8080/geoserver/gwc/demo/sf:archsites?gridSet=EPSG:4326&format=image/png
does get answers for GetFeatureInfos from the WMS of Geoserver.
I checked a few more demo layers from my 2.5 RC1 installation and all layers
seem to return GetFeatureInfo. So perhaps there is really something wrong with
the combination Window 8, Tomcat and jre7. I tried with Windows 7, Jetty and
jre 6.

Looks like something is not configured correct: info_format is a parameter used
by GetFeatureInfo ... not GetMap which is what GeoWebCache uses.
Can you check your configuration again for stray parameters?
