Hopefully I'll get some time tomorrow to create an account and open that jira ticket. In the mean time I found a workable solution. I added a point symbolizer on top of the text symbolizers that is essentially an invisible circle. It does not work if the stroke width or opacity of the circle is set to 0, but does with a value of .1, and the circle can not be seen.
