I've had similar problems in the past with the quota store, see this
thread<http://osgeo-org.1560.x6.nabble.com/Tile-Caching-Quota-Store-Problem-td5054880.html>.
tl;dr So I've just removed the "diskquota.index.db" file and restarted
Geoserver, seems to be ok now.

I didn't manually delete I used geowebcache tools to do it
I have tried turning quota on and off and it didn't clear the error
I am using the built in database

Hi Mark,
This is a known issue with manually deleting files. You should use the
interface to "truncate" the files that way the quota software doesn't lose
track.
To resolve the issue now, I believe disabling the quota cache and re-enabling
it should suffice. Alternately just set the value to "0" in the database if
you're using an external one like Oracle.
