That sounds like a bug :) Are you comfortable reporting it to the geoserver 
issue tracker?

'Clear cache' or 'Reload configuration' does not help, the only way we have  
found to define a new palette is to restart Tomcat.  

This leads to the fact, that it is possible to use only one palette file in  
Geoserver. Is this the intention, or does it sound like a bug?  

(If no palette is defined, the output is a normal png without any palette  
definitions)
