GWC's internal coordinate system is the same as that used by TMS, with the
Y coordinate running the opposite direction to WMTS. The GWC service
implementations (Including WMTS) do not directly expose the underlying tile
storage though, they are wrappers around it and the WMTS service flips the
Y coordinate to correct for this difference.
This might be an issue of the WMTS encoding used. GWC only supports KVP
encoding, not the REST or SOAP encodings. I don't know enough about
Leaflet to say.
