I think VPF failed QA pretty hard a couple months ago and I kicked it out
of the supported category.
Let me check my records... yeah it made the notes for the GeoServer 2.4
release candidates:

The code did not have a module maintainer (i.e. funded developer looking
after it). As a result it had suffered bit-rot: tests had gradually been
commented out (during the transition to GeoTools 10 feature model).
We have not thrown it out, as the format can be saved with a bit of elbow
grease - but it will require money or love :)
