Your shapefile should come with a "prj" file, or you can override it with
the correct settings as you describe. If EPSG:2048 is not matching your
data you should check your data again?
When drawing a map with WMS you can request the map in any coordinate
system and GeoServer will figure out what to draw.
You can add your own "epsg" code to GeoServer, but it is very rarely needed:
