Hi Mark,
I think it's more either a front-end thing - probably a GeoExt based
solution. But also elements of the data-base required - postgis can do a
distance calculation and return the results.

That said, GeoServer may be able to do it with the WPS extension though
I've not dabbled in it myself.

There are lots of options, it depends on what you have available and where
you want the processing to happen.
