Are you using SLD 1.1? It's not working as good as the SLD 1.0, which is
instead well supported.
Before rewriting your styles to SLD 1.0, or trying to make a bug fix for
the SLD 1.1 parser, I'd make a last try using "file://./icon/cluster.png"
