I have resolved the issue. The problem was that even though the underlying MV
was registered with user_sdo_geom_metadata and had a spatial index, I needed to
also register the VIEW based on the MV with user_sdo_geom_metadata too.

Anyone know why a view will not work ?
Did you configure the right srid alongside the geometry column when setting up
the view?
It has to match the one in your geometries, not the epsg you use to publish (in
Oracle unfortunately the two can be different)
