Right, I only checked that demo.opengeo.org sends
MinScaleDenominator/MaxScaleDenominators and that the GetCapabilities from my
own default installations do not contain any. But the reason is simply that the
default demo layers do not have such scale dependent layers while OpenStreetMap
layers in demo.opengeo.org are scale dependent. I modified “tiger_roads.sld”
file a bit and managed to get scale denominators to appear so everything seems
to be in order with both 2.5.2 and 2.6.0.

Just made a quick verification with trunk code, I have the scale denominators
showing up in the wms 1.3
document.
Make sure that:
* you have a layer with a style that does not display at all outside of certain
scale ranges
* that style is the only one attached to the layer, or else, if you have
others, make sure they are also not displaying in some scale ranges, and that
of course
there are scale ranges in which none of the styles shows up (what you get is
exactly that)
As a counter example, say you have a layer that has scale dependencies in its
default style, but you also associated an alternative style that
shows everything at any scale (e.g., point/line/polygon), in that case the
scale ranges won't appear in the caps document.
