Hi,
I've been able to do some debugging of this.
The error occurs when wicket (the UI-system GeoServer uses) tries to create
a wicket-modal.
It's a <div> appended to <body> with an internal <iframe> that shows the
response of the earlier ajax call.
My guess is that IE11 doesn't like that Wicket creates an iframe with
src="//:" (as it does for Chrome)

Wicket seems to have, or had, problems with not realizing IE11 is IE. (
https://issues.apache.org/jira/browse/WICKET-5517)
