Some time ago we built something similar for WFS, same situation:

In your case it's WMS, so it would require a different solution. I'd say
the buildilng blocks are almost there already,
the aggregating data store could be replaced by the mosaick one, and the
wfs one by the ability to cascade
by the WMS cascading support, we just have no way to mix them toghether,
someone would need to write
a  property WMS coverage store (what we have now it's not fully implement,
just enough to allow GeoServer
to use it), and then some tooling to build a mosaick out of them.

I guess the reader would have to start off the caps link, but would also
need a list of layers to be cascaded, and
the format to be used for cascading

Given the experience with the WFS aggregating one, the important bits are:
* ability to make all the requests in parallel, to avoid waiting a lot,
especially over the slowest servers of the lot
  (mosaick can do this already)
* ability to only cascade over the servers that are in the area requestest
(mosaick does this already)
* tolerate failures, when hitting many distributed servers having all of
them online and working at the same
  time is more the exception than the rule (this would need to be
developed, right now the mosaicking request
  fails if one of source readers fails)

Not sure if this is your case, but if reprojection is in the mix because
not all source servers are accepting
the output, requested CRS, small diferences in reprojection accuracy on the
source servers might also
be an issue
