You can use your modified code however you want.  Modifying the
appearance of website is standard practice for many orgs and in no way
violates this license.

If you sell or give away the code, in code or compiled form, it must be
under the same license as the original Geoserver code. But sure you
could change the name if you wanted. I'm not sure what you mean by get
an OGC certification. If you actually changed the code and name of the
product you would probably need to apply for your own certification. But
nothing would prevent you from lying about it, accept local consumer
protection laws.
