Anton, I'm afraid you're hitting one of those use cases that worked by
accident, and broke by accident,
I don't believe we ever meant configuration to be usable against a disabled
store to start with.
You can open a ticket in jira, that will remind us of the issue, if you
want to accelerate its resolution
making a pull request of yours with fix and test will certainly help
