Thanks for the swift reply Andrea.
That is really disappointing. Would have been nice if we could “nobble” some
of the menu items off of the web interface like Security and Settings so that
we can open up the rest to the team without fear of them inadvertently chewing
up the system ☹

No missing trick, there is no fine grained control to admin menus in GeoServer.
What you can have is a global administrator, which can do everything, and a per
workspace
administrator, can can admin only data and services attached to a particular
workspace, but
won't be able to access any of the global functionality:
