Phillipe, GeoServer since 2.2 provides EPSG:404000 for unreferenced mapping such as indoor maps. This CRS is in 2D metres; there are variants in feet and in 3D. I have not used GeoServer for this purpose, but I have used it for 3D mine coordinates using a custom CRS (WFS data delivery only, no mapping).

You can have a layer for your offices, and layers for all other spatially located features, and user information can be properties (by value or reference/link to another service). I do not know anything about it, but earlier this year OGC released IndoorGML. This is likely to be massive overkill unless you want to build interoperable services.
