Thank you Ian I came across this post that indicates the workspace/group issue was resolved in GeoServer 2.7: http://sourceforge.net/p/geoserver/mailman/message/33522228/ I did try the suggestion of adding a filter - no luck.
I have also tried removing the workspace from all constiuent layers and styles and the grouped layer itself. Can't define a store without a workspace. Still no luck.
