In this case, it seems to be related with the JPEG format and not with the
geo-referencing part (see bug
https://osgeo-org.atlassian.net/browse/GEOS-7409 ), since I've eventually
managed to successfully publish a JPEG without .meta file (by converting
the file several times using gdal_translate).
