My apologies, I assumed the poster was asking about labelling, the only context
I was familiar with for PerpendicularOffset so checked the docs for 2.5.

I would like to ask: from which version of GeoServer 'PerpendicularOffset' in
SLD is (or it will be) supported? I work on GeoServer 2.5, and when I needed to
use PerpendicularOffset, unfortunately it did not work. I think I need an
upgrade.
