I believe the issue is that you're using SLD/SE 1.1 instead of SLD 1.0,
dynamic symbolizers
are out of spec and require keeping those urls as strings up to the point
we expand expressions.
I assume SE 1.1 parser is not doing that.

I'd open a ticket, if you're by chance proficient with Java development I
can give you pointers to where
the fix might have to be done.
