Nope, there is no way at the moment. Could be injected as an environment
variable though, just like the bbox and some
other information is already injected:

The annoying bit I see is that the variables have to be valid for the whole
GetMap, and one could contain
a mix non time enabled and time enabled layers, and those that are enabled
have different reference values.
We'd have to switch the value of the variable when the layer being rendered
changes, but the rendering subsystem
does not provide this kind of information... and it's also based on two
different threads, which complicates matters
a bit more.
Does not sound trivial... unless one only focuses on simpler case, like
only one layer, or all time enabled layers
having the same reference.
