Opening the gs-restconfig applicationContext.xml in Eclipse confirms 
that it is indeed invalid. I have opened a Jira issue and submitted a 
pull request for master:

[GEOS-7918] Invalid scope attribute in gs-restconfig applicationContext.xml

Why the GeoServer startup failure affects only the original reporter, I 
do not know. Some sort of classpath ordering condition?
