I don't recall seeing this kind of problem, or having reports in Jira about
it. The GWC home page should be accessible by the global administrator (and
no one else I believe, by design, GWC lacks the concept of workspace and
workspace admin, and until recently it would not have worked on workspace
specific services either, but Nuno made some fixes about it).
If you can alter a "release" data directory to show the problem please open
a ticket and attack the data dir in question
