Hi,
The WMTS service info inserted on GeoServer UI will only appear in the
capabilities document if the INSPIRE
<http://docs.geoserver.org/stable/en/user/extensions/inspire/index.html>[1]
extension is installed.
This is an implementation bug, can you open an issue for this ?

Geoserver is still taking the info from geowebcache.xml in order to
build the WMTS serviceInformation and ServiceProvider metadata.
If it is so I do not understand the "Services / WMTS" goal.
Should I still writing the geowebcache.xml directly for that?
