Hi, Just tried to create a feature type (layer) with an underscore in the name through the REST API and it worked fine, note that I'm using GeoServer master (12-SNAPSHOT) can you try with this version ?
Note that 401 HTTP status code means a lack of authorization, REST API requires authentication to be used. This may also be an issue with your Python code, I would try to do the POST request using a REST client and if the error remains share if possible the POST content with the mailing list.
