Grant, keep in mind that the second option removes the “Services” menu from the
left bar (at least in my case). But users can still access the services
settings through the workspaces they can admin.

Hi,
there is no general way to control the menu entries, but you have three levels
of access:
* Full admin, has access to everything
* Workspace specific admin, has access to his/hers workspace configuration
but not to global items (including security)
* Normal user, no admin activity of any kind
