The KML is stored on the end user’s local disk and saved to “My Places” in
Google Earth.
Should the users follow a download link every time instead? Is there a
GeoServer document covering this?
I am changing the layer style. For example, I changed a polygon fill from gray
to yellow.
It also appears I need to look into restarting the geoserver service.

Also, when you say you're updating the layers in GeoServer web interface, do
you mean you're changing
the layer style or some of its configuration?
