Try Ctrl-F5: I seem to remember that IE sometimes caches the Content-Type or 
something like that, and what you are seeing is the result of interpreting XML 
as plain text. If memory serves, that is...

Just tried with IE 11 and can confirm the behavior. I've never seen a browser 
do this (Chrome, Firefox, MS Edge
behavior is different), I believe it's caused by the weird content type that 
OGC imposed on the responses
to WMS 1.1 GetCapabilities, that is, "application/vnd.ogc.wms_xml"

I'm afraid there is nothing to be done, changing the MIME type would make 
GeoServer not compliant with the
specification, WMS 1.1 is a legacy protocol (1.3 is the current version, even 
if 1.1 is better according to many)
and IE as a browser is legacy as well.
Also, a capabilities document is not really meant to be read by humans, but 
parsed by another program... a human
can read it using a modern browser today (which will make you download the 
file, since the mime type is not
XML, and you can then open it with an editor).

But well, the code is there, if you want GeoServer to return a different 
content type you can modify it so that
it does. Other software also allow to append vendor parameters (not in the 
spec) to force the content type
to be "text/xml" instead, if you are interested in getting this functionality
