Thank you so much for your response, but the icons in your example are still
overlapped with each other when they at the scale 1:9M.
The issue is the overlapped icons could show just one icon but all icons.
Another question about your example which is not related with the issue is it's
a shp with both PolygonSymbolizer and Point Symbolizer?

I had the same issue some time ago and ended up using TextSymbolizers instead
at smaller scales and PointSymbolizers only at larger scales. You can check for
an example over at
https://github.com/e-gov/kem-gsavalik/blob/master/src/workspaces/keskkonnainfo/styles/ka.ristipuu.default.sld#L108.
That's using external graphics but the idea works with any symbol 'flavour'. A
preview of that style is available at

As an alternative you could also have a look at PointStacker maybe?

The points use a graphic as the point symbolizer, when they are located very

I want them to show without icons overlapped, when there are several points
around, just one icon with the label shows.
I have tried to make the graphic icon as the background graphic, then the icons
can be moved along with the label. But the icon is overlapped by the label.
Are there other methods to solve the problem?
