Hi David,
the module indeed picks only from that location in the data directory,
conforming to what is documented for the module:
http://docs.geoserver.org/latest/en/user/services/wps/hazelcast-clustering.html

If you want it to pick the configuration from somewhere else the code needs
to be modified. You can do it yourself,
and donate changes back to GeoServer via a pull request, or check
commercial support and have someone
do it for you.
