Hi,
when you get that exception it means that GeoServer could not determine the
service or request parameter.
In order to get the status you should make a GET request on this URL (as
written):

https://local:8443/geoserver/ows?service=WPS&version=1.0.0&request=GetExecutionStatus&executionId=6199125e-6567-4bdf-b950-2b2e0de0a4ec

All & have been replaced with & (& is XML entity escaping) and the
request must be a GET one.
I cannot imagine a particular condition that would make GeoServer return
that specific error (cannot determine request) with the above request.
