For GeoServer war, treat it as a Tomcat thing, not a GeoServer thing.

 

http://tomcat.apache.org/tomcat-8.5-doc/config/filter.html#CORS_Filter will 
probably help.

 

You might want to limit your filter, depending on what else is on your Tomcat.

How do I enable CORS in Tomcat?  If I try to uncomment the filter in 
geoserver/WEB-INF/web.xml it crashes my Tomcat. 
This site (http://suite.opengeo.org/docs/latest/sysadmin/cors/index.html) says 
to add the filter to $CATALINA_BASE/conf/web.xml.

Is there a best practice for this?
