AFAIK being a community module it is not supported and not part of regular
builds or releases (so no download, see:
http://docs.geoserver.org/stable/en/user/community/index.html) You need to
build this yourself

for building the basic recipe is:
- git clone https://github.com/geoserver/geoserver.git
- git checkout 2.13.0
- cd geoserver/src/community/jdbcconfig && mvn install -am
