I have done this for same reason. And, yes, I used a postgis database to feed
it. https://wiki.openstreetmap.org/wiki/Osm2pgsql is the most useful resource I
uncovered in that process.

We have network that is off the Internet so what we like to implement is to
export street map from OpenStreetMap or any opensource into a format that can
be ingested into GeoServer. I notice there is a OpenStreetMap on GeoServer home
page, don’t know what is the purpose or the relation between OSM and GeoServer.
Not sure how the sample Tiger New York shape was made but it is what we like to
have

I been to https://extract.bbbike.org/ and export the ShapeFile (Esri) but it
only line and polygon without street name like this

Any guidance to get me started appreciated. Do I need PostGIS to store place
name ?
