I am trying to create a WMS which servers a raster layer. The raster
layer is a georeferenced jpg with a world file.

I expected the raster image to be scaled so that when viewed at a
large scale, the whole image is still displayed but just with less
detail. This way the image still lines up with the base map.

Instead what happens is that only a portion of the image is displayed,
the top left corner and then everything only lines up properly when
you zoom to native resolution.

Overall, my goal is to display approximately 1000 raster images on a
map. Perhaps geoserver is not the best way to achieve this. Do I need
to preprocess the images in order to create the different variants to
show at different scales?
