Perhaps x86 GDAL would be better if you have some 32-bit dependencies (as suggested by "Program Files (x86)\GeoServer 2.12.1").
The only other thing I can think of is restarting geoserver / tomcat. (Also remember you need special licensing for ECW on servers - I trust you've got that sorted). Brad
