Hi Jukka, yes and no... it's not a clear cut issue, because you are asking for a specific CRS when doing requests (the default one declared in the caps document if you don't specify one directly). The WFS specification does not say anything about rectifying it based on the output format (at least, that I know of). So if we forced axis to east/north we'd have a valid shapefile that's an invalid response to the WFS request. The shapefile generated today has a prj with the axis order clearly indicated, even when axis are swapped, but client programs do not read it properly as far as I know.
Regadless, the real reason why we are still having this discussion is that nobody put sponsoring (money) behind the issue, if that were to happen, we could have a configuration flag to prefer the service axis ordering, or the format preferred one, and put the issue to bed.
