As far as I know QGIS is not using anything official, but something is in
the works,

However, I believe there is no connection between the above and what QGIS
does.

Yes, I believe that would be the case, GeoServer would have to copy the
style out of
the geopackage and in its own configuration. A deeper integration with
direct reference inside
the geopackage, or a notion of a "native" style could also be interesting.

I'm  not aware of anyone currently working on it or incoming funding to
push the code in that
direction, but if anyone wants to pitch in, both would be welcomed.
