Hi Elham, it's not clear to me what is your need. What do you mean by "dynamic wind rose"? Are you referring to overlay a wind rose on your maps? Something like this "GeoServer" logo in the top right corner, using a wind rose instead?
If that's what you need, you can check the watermark setting documentation. https://docs.geoserver.org/stable/en/user/services/wms/webadmin.html#watermark-settings If you refer to something different based on your dataset, please, let us know.
