After upgrading from 2.15.2 to 2.16 we noticed issues with our existing
security configuration:

- Cannot edit any existing AuthKEY REST Role Services through the User
Interface
- Cannot add any geofence security rules through the user interface

In both cases, the UI shows the link to the add/edit page but doesn't load
the add/edit page when clicking the link. The error thrown is here:

Deleting the role service works, and we can successfully add geofence rules
again. Creating a new authkey rest role service using the default values
provided by the GeoServer UI works, but once created we again cannot add
geofence rules or edit the role service any more.

Reverting back to GS2.15.2 seems to fix the issue for now, wondering if
we're doing something wrong or if we're encountering a bug in the current
stable release?
