The project moved the Maven repository to repo.osgeo.org so checking out
the 14.x branch and changing the boundless repo to the osgeo repo should
get you started, however the osgeo repo doesn't host GeoTools snapshots
that old, so you'll also need to build GeoTools 20.x
Don't know about the tests, as 2.14.x is EOL basically you are on your
own, but you could always build using "-DskipTests" to skip any tests
I'd upgrade to a supported release first though.
