I'm not entirely sure, but that domain attribute of the cookie seems wrong as "fbinter" is the hostname and the cookie domain should be ".stadt-berlin.de", I have no idea if this messes with GeoServer though...

Going with that my guess is there is a misconfigured load balancer...

(I could be totally wrong here)
